Newly elected chair of the Republican National Committee Michael S. Steele is determined to reach out to young Latinos and Blacks and boy does he have a plan. His "off-the-hook" public relations strategy apparently banks on applying the parties principles to "urban Hip-Hop settings". Steele told the Washington Times that he will be using the Internet and advertisements to update the parties image and "surprise everyone".
