After months of unemployment rates hitting record highs, it seems like the tides aren't changing fast enough for many Latinos.
According to the latest employment report by the Bureau of Labor Statistics, the unemployment rate for Latinos slightly decreased to 9.9 percent in September, compared to 10.2 percent in August.
